The Ministry of Basic, Higher and Technical Education (MBHTE) of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) trains newly graduated early learning teachers annually before classes start. Due to COVID-19 restrictions in 2020, this annual program could not be implemented. Because of a lack of Internet connectivity at home for majority of teachers, MBHTE along with Education Pathways to Peace in Mindanao (Pathways) commissioned a group of education consultants to put together a set of materials that could be printed and distributed to the teachers: 1) a manual on Early Language, Literacy, and Numeracy that could be self-learned at home; and 2) sampler instructional materials (IMs) that would be used as templates for teachers to create their own teaching-learning resources for K-3 learners, including materials in Magindanawn. These, along with school supplies and storybooks, were included in a bag that was initially distributed to around 600 teachers in two divisions in the BARMM. The HBTO was launched in Quarter 4 of 2020, and is funded by the Australian Government through the Department of Foreign Affairs and Trade.
